| As WNC celebrates its 15th anniversary, we would like to share with you this our first ever CSR report. This report is a demonstration of the results of our CSR efforts. Preparation of this report also has given us an opportunity to examine ourselves and derive more ideas for how we can improve ourselves. In the highly competitive wireless communications industry, besides developing more innovative products for convenient living, WNC must provide more timely and appropriate customer services, more environmentally-friendly green policies and a wider scope of social care, as well as offering more care to our employees and carrying out our duties as a corporate citizen. |

| I am very thankful for the efforts of all WNC employees and the trust given by our customers, suppliers, investors and stakeholders. You are the key factors helping WNC survive the global financial crisis. However, increasingly violent climate and environmental change have added more uncertainties in addition to economic and industrial aspects. Global warming has had a great impact on the natural environment, resources and human life. No corporation can strive for sustainable development without considering these tremendous impacts. The meaning of sustainable development is no longer the development of better survival capabilities, better living quality, or just an equitable sharing of resources. A balance between developing a more convenient life and protecting our environment has become crucial and must be carefully maintained. In order to fulfill our living needs without creating a burden for generations to come, I think there is still a long way to go for people to give good consideration to both the development of environmentally-friendly products and the maintenance of financial efficiency. When looking to the future, we should ask ourselves if we will be able to run the company in the face of natural resource shortages and when carbon emissions reach a level that the atmosphere cannot support. I believe that all companies will need a brand new operational concept that includes short-term and long-term plans for responding to coming environmental impacts and seizing opportunities for achieving corporate sustainable development. |

| In WNC's sustainable development blueprint, firstly we utilize our solid wireless communication R&D capabilities to develop environmentally-friendly products. WNC has established a complete green supply chain and proactively implemented Greenhouse Gas (GHG) inventory and reduction plans. Besides the environmental aspect, employees are provided with a complete care program and a healthy workplace centering on a humanitarian spirit. Employees are encouraged to pay attention to their personal health and family relationships to keep a better balance between their jobs and lives. Our caring enthusiasm is then extended to society. WNC takes "cultivation of youth talent" and "care of disadvantaged schoolchildren" as the two major focuses of its participation in social welfare activities. WNC and its suppliers are together responsible for markets, customers and the natural environment. We expect that the concept of CSR will eventually become a core value of WNC and then be applied naturally to all other aspects of our business. |

| In recent years, I have frequently emphasized the importance of a human-centric approach. Efficiency, cost, quantity, and price have been over-stressed during this era of rapid economic and technological development. However, some inner values, such as traditions and cultural assets, have sometimes been neglected. Taiwan is well-known for its technological capabilities. However, we sometimes forget that this unique and wonderful island also contains a host of precious animal and plant life and landforms, as well as being a melting pot of Chinese and Asian cultures. None of these economic, environmental and cultural aspects can be ignored in our sustainable development of Taiwan. We will definitely face challenges in coordinating our development with the natural world and with our cultural heritage, but this is also an opportunity to utilize the character of the island we live on and to strive towards the twin goals of creating both a sustainable living environment and a sustainable enterprise. |
